Abstract
The thesis is an empirical examination of the Government of Indonesia's 2015 Village Law and Village Fund policy, which sought to support the economic development of rural villages through fiscal transfers. The thesis demonstrates that there was an improvement in the Village Development Index after the implementation of the Village Fund program, specifically it led to an improvement in village health infrastructure. This thesis has also developed a new measurement tool - the Village Authority Development Index (VADI), which provides a concrete integrated index to better measure rural village development across Indonesia.
