Abstract

Over the last 50 years, a movement from centralised to more decentralised systems of control took place in various education jurisdictions globally. During that time many claimed that leadership in schools, was most important in bringing about improvement in schools. As a result those who oversee education systems developed standards and competency frameworks to address potential leadership development gaps. The aim of the reported study in this thesis was to generate understandings about the origins, developments and policies regarding the Australian Institute for Teaching and School Leadership's Australian Professional Standards for Principals as they relate to Western Australian public primary school principals.
