Abstract

This report provides an evidence-based review of organisational capacity development approaches to address climate risk management. Commissioned by the NSW Office of Environment and Heritage (OEH), the report contributes to building capacity for climate risk management within NSW government agencies. The analysis draws on a systematic review of peer-reviewed literature, a selective review of grey literature, and the authors’ experience in delivering projects to build capacity for climate change adaptation. Together, the outputs inform recommendations for an organisational change program through executive leadership and other education and training strategies, targeting senior executives and other staff across NSW government agencies. The focus of the proposed organisational change program is on organisational capacity and culture.
