Abstract
This thesis conducts a comprehensive examination of access to tertiary healthcare in Australia, comparing the distribution between public and private sectors within the context of socio-economic conditions. It offers an in-depth evaluation of service availability, with a particular focus on the unique challenges presented by the COVID-19 pandemic. The findings reveal that despite the strengths of Australia's healthcare system, there are vital areas in need of strategic improvement to enhance pandemic preparedness. Recommendations include the creation of temporary healthcare facilities in strategically chosen locations to strengthen the healthcare infrastructure's resilience.
