Abstract

This thesis explores the practices of individuals in Dili, Timor-Leste using open online education. It draws on ethnographic fieldwork in Dili, the capital city, between 2015 and 2017, creating individual participant portraits to illustrate broader themes. A new concept, Southern agency, is introduced, defined as an individual’s actions within the particular constraints and opportunities that define life for many in countries of the global South. The thesis concludes that, as in other educational fields, open online education needs to be decolonised, allowing for a diversity of knowledges and incorporating a range of epistemologies, pedagogies and technologies.
