Abstract

This paper is on the design of IT personnel hard competency model in the Enterprise Architecture (EA) where it is implemented in Forestry Research and Development Agency (FORDA) of Indonesia. The model of IT personnel hard competencies is obtained through identification, analysis, design and validation process. Control Objectives for Information Technology (COBIT)5 frameworks on the Alignment, Planning and Organizing (APO) domain, specifically on the APO2, APO3 and APO7 process is used throughout the process. The competencies variable are derived from Clinger Cohen Act 2008 on two areas i.e. policy and organization competency, and EA competency. To generate the models of IT personnel hard competencies, Information Technology Balanced Score Card (IT-BSC), Critical Success Factor (CSF) and The Open Group Architecture Framework(TOGAF) 9 Proficiency Skill Level Framework are used. The result consists of 93 indicators of hard competencies completed with the degree of importance of each indicator, but we will only show a sample of 23 indicators.
