    Abstract

    地方治理是国家与社会发生直接互动的主要界面,是联系“庙堂之高”与“江湖之远”的重要纽带,更是维系人民美好生活和社会长治久安的关键。本书基于作者过去十余年间对中国数百个基层社区进行抽样调查和实地走访系统收集的实证资料,分析了不同层级治理主体在当代中国治理实践中的实际关系,揭示了地方治理体制的内在机制;同时,通过富有张力的典型案例,刻画了不同层级治理主体在地方治理实践中通过正式制度与关系网络进行互动的逻辑机制。

    Based on the rich first-hand empirical data that we collected systematically since the early 2000s, this book provides a comprehensive and in-depth analysis of the structures and effects of the various practice of local governance in contemporary China. It addresses three big issues. First, what are the actual working priorities of local authorities in contemporary China and how different levels of local authorities arrange their working priorities? Second, how profound top-down reforms have shaped the practice of local governance in contemporary China? In particular, we examined the shaping effects of the local fiscal reform in the 1990s and the rural taxation reform in the 2000s. Finally, what is the logic of the dynamic and succession of different governing mechanisms, and what are the emerging directions of China's local governance? This book is a useful source of knowledge and inspiration for researchers and practitioners who care about good governance in China and beyond.
