The aim of this study is to estimate externality values resulting from heavy vehicle use
in the Perth metropolitan area. The following summarises the research questions.
• What information is currently available on externality impacts for Australia, and specifically for Perth?
• How can externalities associated with heavy truck movements be appropriately measured for Perth?
• How can externalities associated with heavy truck movements be monetised for Perth? (i.e. calculate a dollar value)
• What is the average externality cost associated with moving a single container in Perth ($ per TEU)? (Scenarios on container movement cycles to be further developed with input from DoT).
